         Intertribal Treatment Center Policies and Procedures
              
                   Proposed By-Laws

 

Article I.  Purpose 

            Section 1.           

The purpose of the Advisory Board is to aid InterTribal in the formulation of program philosophy, the
development of programming and the acquisition of needed resources.  The Advisory Board maintains
 community representation and input to the programming offered by InterTribal.  

Article II. Membership 

            Section 1. 

The membership of the Advisory Board will consist of not more than 10 and not less than 6 persons. 

            Section 2.           

The Executive Committee of the Advisory Board will be the Executive Director and the Advisory Board Chairperson.  The Board will elect the Chairperson by  simple majority at the Annual meeting.  The Chairperson shall hold the chair for two years.  Re-election of the Chairperson may occur. 

The Coordinators for InterTribal will serve as Vice-Chairpersons.  The Program Coordinator will serve to organize and staff the Board.  

Section 3. 

The term for a Board member will be two years.  Members will be appointed by the Executive Director and installed at the Annual meeting.  

Section 4. 

Non-attendance at three meeting without prior notification will result in dismissal from the Board.  

Article III. Operation 

            Section 1.           

            Minutes shall be kept of Committee meetings. 

            Section 2.           

The Annual meeting will be in July.  Regular meeting will be held quarterly, as determined by the Board. 
Special meetings may be called by the Chairperson.  A simple majority of the Board membership shall be a quorum, which is required for substantive action by the Board. 

Section 3. 

Suggested activities for quarterly meeting include: 

1)      Statistical review including occupancy, program utilization, and client profile;

2)      Program review;

3)      Staff development and activity review;

4)      Review of operating budgets;

5)      Development and review of plans;

6)      Review of Program policies and operating procedures; and

7)      Sub-committee reports and reviews. 

Section 4.  

Regarding recommendations of the Advisory Board if the matter can best be handled by staff, action will be
taken at that level and a report made of that action to the board.  

Action taken by the InterTribal staff or the Board of Directors in regard to the recommendations of the Advisory Board (especially when the recommendations are not follow) will be reported back to the Advisory Board by the Chairperson or Vice-Chairperson of the Advisory Board.  A written copy of any report and the response by the Board of Directors will be made available to the Advisory Board. 

Article IV. Revision 

            Section 1.  

            These guidelines may be amended by the Advisory Board.  These changes shall take effect after approval by the Nebraska Urban Indian Health Coalition, Inc. Board of Directors.
