Designated Administrator
The Clinic Manager shall be responsible for the day to day
management of the Behavioral Health Program at the Nebraska Urban Indian
Medical Center. In the absence of the Clinic Manager, the Licensed
Mental Health Practitioner shall be responsible for the operation of the
Program.
Responsibilities
The Clinic Manager’s responsibilities shall include:
1.
Serving as administrator who is responsible for the day to
day management;
2.
Being on the premises a minimum of 40 hours per week;
3.
Ensuring that the Licensed Mental health Professional is
designated to be responsible for the Program
when the Clinic Manager is absent from the office.
4.
Monitoring policies to assure appropriate administration and
management of the program;
5.
Ensuring the facility’s compliance with all applicable state
statues and relevant rules and regulations;
6.
Ensuring the quality of all services, care and treatment
provided to clients whether those services, care or treatment is furnished
by Medical Center staff or contractors;
7.
Providing adequate notice to the Executive Director regarding
the potential vacancy of the position so that the Executive Director can
notify the Department of Health and Human Services within five working days.
8.
Ensuring clients are provided with a stable and supportive
environment, emphasizing the need to respect
the rights of clients;
9.
Ensuring that all reports of any evidence of abuse, neglect,
or exploitation of any client served by the
facility using the Medical Center Policies and Procedures.
10. Receiving quarterly reports and
recommendations regarding the
quality assurance/performance improvement
program;
11.
Implementing programs and policies to maintain and improve
the
quality of client care and treatment based on QA/PI
reports; and
12.
Ensuring that staff levels are sufficient to meet the
client needs based
upon the availability of funds.
Staffing Requirements
Staff must be capable of assessing and treating substance
related and behavioral health disorders. Staff must be able
to assess the patient’s bio-psychosocial needs, be knowledgeable about the
bio-psychosocial dimensions of alcohol
and other drug disorders and assess the patient’s readiness to change.
Staff must also be capable of monitoring
stabilized mental health disorders and recognizing any instability of
patients with co-occurring mental health concerns
to make appropriate referrals. Adequate staff will be provided based upon
the availability of funding. The staff to
client ratio for Group Therapy must not exceed 1:8.
Staff Credentialing
Any staff person providing a service for which a license
certification, registration, or credential is required must
hold that license in accordance with applicable state laws. Copies of all
licensed, registrations or credentials will
be maintained in the employee’s file in the Coalition Office in Omaha. The
original must be displayed in the
provider’s office. It will be the responsibility of the employee to
maintain the licensure/credentials. Failure to do so
may result in termination of employment. In addition to having the required
license to provide services, staff must
be culturally and linguistically competent in order to meet the needs of the
diverse client population.
Health Status of Facility Staff
Each employee will be required to complete a health screen
prior to employment. Employees will also be required to
have an annual TB skin test that will be administered by Medical Center
staff at no cost.
Staff Training
Staff will be responsible for informing administration
regarding Continuing Education Units (CEUs). The cost
of training will be covered by the Coalition based upon the availability of
funds. Staff will be provided time off to
attend training.
Initial Orientation
Before assuming direct care responsibilities, all program
staff will be provided with orientation that covers the
following topics:
1.
Policy and procedure manuals
2.
Client rights;
3.
Job
responsibilities relating to care and treatment programs and client
interactions;
4.
Emergency procedures including information regarding availability and
notification;
5.
Information on any physical and mental special needs of the clients
receiving treatment; and
6.
Information on abuse, neglect, and misappropriation of money or property of
a client and
the associated reporting procedures.
Ongoing Training
Each employee in the Medical
Center will have a training plan that is part of the annual review.
Training topics will be appropriate to the
staff person’s job duties with the purpose of enhancing the employee
personally and professionally.
