To ensure that the most qualified applicants are considered
for employment with Nebraska Urban Indian Health
Coalition and to ensure the retention of its most qualified persons, NUIHC
shall recruit individuals on the basis
of education, experience, cultural competency and other desirable
requirements necessary to assist NUIHC in meeting
its goals and objectives.
When a position vacancy occurs, the Executive Director will
be responsible for making sure that a job announcement
is drafted and distributed in a manner that will result in the widest
distribution among the target population.
In order to obtain highly qualified persons, including racial
minorities, position vacancies will be advertised in a
number of ways. These include: publications with large minority
subscribers, ethnic organizations, and
community centers. The announcement will circulate for a minimum of two
weeks.
Each application will be examined and reviewed to determine
if the minimum qualifications are met. The final
applicants will be selected based upon merit.
Special contract requirements from Indian Health Service
states, “The contractor (NUIHC) agrees to give preference
in employment opportunities under this contract to Indians who can perform
required work, regardless of age
(subjective to existing laws and regulations), sex, religion, or tribal
affiliation. Positions funded by Indian
Health Service contracts and grants shall be filled utilizing Indian
Preference. In order to be considered under
Indian Preference, applicants with proof of enrollment in a federally
recognized tribe and who minimally meet
the requirements for the vacant position shall be given preference over all
other applicants.
If NUIHC is unable to fill its employment and training
opportunities after giving full consideration to Indians as
required by this clause, those needs may be satisfied by selection of
persons other than Indians in accordance with
the clause of this contract entitled “Equal
Opportunity.”
As used in this clause: “Indian” means a person who is a
member of a federally recognized Indian Tribe.
If the contractor has reason to doubt that a person seeking employment
preference is an Indian, the contractor shall
grant the preference but shall require the individual to provide evidence
within thirty (30) days from the Tribe
concerned that the person is a member of that Tribe.
To the extent feasible and consistent with the efficient
performance of the Title V contract, NUIHC further agrees to
give preference in employment and training opportunities under this contract
to Indians who are not fully qualified
to perform regardless of age, (subject to existing laws and regulations)
sex, religion, or tribal affiliation.
In connection with the Indian employment preference
requirements of the Title V contract, NUIHC shall
provide opportunities for training incident to such employment. Such
training shall include on-the-job classroom
or apprenticeship training which is designed to increase the vocational
effectiveness of an Indian employee.
Only qualified applicants will be interviewed. A team made
up of the position supervisor, the Clinic Supervisor,
an outside person, and/or the Executive Director (or his/her designee) will
conduct the interviews.
Job Offerings may be made orally or in writing. The hired
applicant will be required to furnish proof of eligibility
to work in the United States and complete the I-9 form within three business
days from the date of hire. All
unsuccessful candidates for the position will be notified of the position
being filled within 10 working days.
Employees of the Medical Center will be required to have an
employee physical as required by the Nebraska
Department of Health and Human Services. All employees may be required to
take a tuberculin skin test. Physicals
and tuberculin tests will be provided at no charge to the employee.
All employees who may have contact with children under the
age of 18 may be required to be fingerprinted and may
also be required to undergo a background check conducted by the appropriate
law enforcement officials.
Fingerprints will be collected at each job site and forwarded to the FBI.
When the information is received, the
Executive Director will review the results. Any individual identified as
having been convicted of a crime against
children will be terminated immediately. All information received from the
FBI will be maintained in the safe in
the Finance Office. All information related to background checks will be
considered “extremely confidential.”
All employees will receive an orientation within five working
days after hire. The orientation will be provided by
the Human Resource Manager and will basically include the following
information: an explanation of
employee responsibilities and requirements regarding tasks and schedules and
leave policies; a discussion of the
NUIHC benefit program (if eligible) and, an opportunity to ask questions.
The probation period is 90 days. In all
cases, the employee will be advised in writing of his/her status.
Probationary employees cannot use any
benefits traditionally awarded to other employees.
It is the policy of NUIHC that members of extended and
biological families may be employed by NUIHC. However,
except under extraordinary circumstances, employees may not be in the
position of supervising, directing, or
setting wages for spouses, domestic partners, children, or other close
relatives. These decisions will rest with
the Executive Director with the approval of the Board of Directors. NUIHC
recognizes that family relationships
within the same workplace, regardless of reporting relationships, may affect
the work environment. Concerns should
be addressed to the Executive Director who will be responsible for resolving
the matter. Reassignment of one of
the parties may be necessary.
NUIHC reserves the right to conduct background checks on all
employees. All background checks will only be
conducted with written permission from the employee. If the employee does
not agree to a background check,
the employee may be terminated for such cause. These background checks
provide the coalition with information such
as criminal acts charged against the person.
